In defense of the 1st Megatron, his transforming was for a purpose; he could also be used by a larger Decepticon as a weapon.

The revived megatron that could transform into a tank did still have a huge gun attached to him. It was only later when they kept bringing him back where they moved away from him getting a large barreled gun (it was the 1980's, kids were allowed to have a toy transforming into a gun :P)
